Method

01Preheat oven to 425°F (220°C). Toss pepper halves with 1 tablespoon olive oil, salt, and pepper. Place cut-side down on a baking sheet and roast 20 minutes until tender and slightly charred.
02Meanwhile, divide ground beef into 2 patties. Season with paprika, salt, and pepper. Press a small indent in the center of each to prevent puffing.
03Heat remaining olive oil in a skillet over medium-high heat. Cook patties 3–4 minutes per side for medium. Remove and rest.
04In the same skillet, add broth and scrape up any browned bits. Bring to a simmer.
05Whisk in mustard and honey. Simmer 2–3 minutes until slightly thickened. Swirl in butter.
06Slice roasted peppers into strips. Plate patties with peppers and spoon pan sauce over everything. Finish with fresh chives.
